Starting with ♦Ganymede/Underground Bunker will provide a Gongen Support Icon, a first activation of at least 4 Energy (2 from Site, 1 Standard, and at least 1 from Opponent's location). It also sets you up to ideally play an early Shikami Follower, gaining an additional Gongen Support Icon.
Make use of your Ikazuchi T.S.V. to reduce your opponent's energy. Use it to your advantage, starting battles you are likely to win - causing your opponent to lose 3 energy. With it's ability also impacting your opponent, they are unlikely to start a battle unless they can decisively win, as it will cost them 4 energy to start the battle.
Your characters are going to provide energy ramp - with Grid Tactician and Resource Technician increasing your Energy Activations. Kujiko Torako and Ikazuchi Leader will help you get more Units into play for free. All of this stacks up to let you get solid Card Advantage from draws, and deploy your ships - dominating the Sector battles.
